效绩评价是指政府出资人采用特定的指标体系,对国有及国有控股企业在一定经营期间内的经营效益和经营者业绩,做出客观、公正和准确的综合评价。对于目前已经没有专业经济部门组织行业对标、没有新的经济技术分析指标体系的企业来说,效绩评价是一种随着国有企业改革深化而产生的客观全面的评价制度。所以,对于效绩评价所产生的结果,除了政府出资人用于奖惩经营者、为企业排序等重要依据外,被评价的企业也应高度重视,从中寻求加强企业管理、创新企业制度的思路和途径。
