笔者在学习中体会到,在邓小平民主法制思想宝库中依法治国是核心的内容。在发展社会主义市场经济的今天,坚持邓小平民主法制思想,特别是坚持实行依法治国,对于发展社会主义民主,健全社会主义法制,反腐倡廉,维护社会稳定,实现物质文明与精神文明的协调发展具有十分重要的意义。 一、依法治国,必须把加强法制建设视为全局性大事 粉碎“四人帮”后,邓小平同志就深刻指出:“我们这个国家有几千年封建社会的历史,缺乏社会主义的民主和社会主义的法制。现在我们要认真建立社会主义的民主制度和社会主义的法制”。“现在的问题是法制很不完备。很多法律还没有制定出来。往往把领导人说的话当做‘法’,不赞成领导人的话就叫‘违法’,领导人的话改变了,‘法’也就跟着改变。”为此,邓小平同志强调:“为了保障人民民主,必须加强法制”。“国家没有法制不行。”他着重指出:“从全局来说,是加强法制。”“全党同志和全体干部都要按照宪法、法律、法令办事……这是现在和今后发展社会主义民主,健全社会主义法制的过程中要求我们必须尽快学会处理的新课题”。足见邓小平同志就是把加强法制建设视为全局性大事,作为治理国家的基本方针。
