福建国际旅行卫生保健中心2001年-2003年对人出境体检人数49 065人,其中入境体检人数仅117人,检出性病5例,肺结核1例,出境人员体检数明显高于回国人员体检数。目前回国人员体检管理存在三种形式:交通员工、偷渡遣返人员、散在形式的回国人员。而对散在形式的回国人员,由于没有有效的管理手段,基本上未进行传染病监测。通过对回国公民的传染病监测情况的回顾和分析回国人员体检管理存在问题的原因,提出建议及对策:修订有关的卫生检疫法律法规,规范和完善回国人员监测的管理办法;强化入境卫生检疫屏障作用,通过口岸对重点人群的查验把关.及时对回国劳务人员进行登记,发出体检通知单,督促其回国后,到所在地检验检疫机关进行健康检查;大力开展宣传教育,提高入出境人员的卫生知识;积极与有关部门配合,争取得到全社会的理解和支持,特别是需要公安部门的大力配合与支持。对高危人群,应与口岸有关单位、劳务外派单位、外事办、医疗单位等加强联络,建立监测网点,及时掌握疫情动态,有效阻止传染病的传播和蔓延;建立口岸信息化管理系统.争取省内联网至全国联网,对回国人员进行疾病监测;加强回国人员的后续管理,对回国人员建立有关健康档案,对其健康状况进行评估和反馈,并提供优质的卫生保健服务。
