新的历史条件下,随着非传统安全威胁的上升,军队的职能任务不断拓展,参加灾害救援已成为军队和平时期的一项重要职能。卫勤保障力量作为遂行灾害救援任务的重要组成部分,在应急医疗救援等行动中发挥了重要的作用。卫勤保障力量建设也取得了明显成效和成功的经验。1建立精干的卫勤指挥体制灾害发生后,军队、地方以及国际社会将派出大批医疗队、防疫队支援灾区。此时,军地协同,建立灾害卫生救援组织指挥体系非常重要。

As an important part of disaster rescue mission, medical support force plays an important role in emergency medical rescue and other operations. The construction of medical security forces has also achieved remarkable success and successful experience. 1 Establishment of capable medical service command system After the disaster, the army, local governments and the international community will dispatch a large number of medical teams and the epidemic prevention teams will support the affected areas. At this moment, it is very important for the military to coordinate and set up the command system of the disaster relief organization.
