随着国家经济改革的不断深化,我军在编制装备、教育训练、物资保障等方面也作了重大调整。在这一历史变革时期,后勤作为军事经济部门,如何依据军事经济活动的运行规律,解决日趋突出的供需矛盾,提高后勤保障的整体效益,已成为一个亟待研究和解决的重大课题。笔者认为,对现有军事经费的投向、投量和使用实行前馈控制,并在执行过程中辅以及时的反馈控制,就能较好地提高现有资金的使用效益,为全面提高部队战斗力创造条件。
With the continuous deepening of the country’s economic reform, our army has made major adjustments in compiling equipment, education and training, and material security.
