党中央和中央军委历来对驻高原艰苦地区部队非常关心和爱护,在干部探亲休假,医疗保健和工资待遇,家属就业等方面给予了特殊照顾。但高原艰苦地区高寒、缺氧、干燥,强风、强辐射等恶劣自然条件对官兵生理的影响是明显的,与此相适应,干部队伍建设需要加快更替速度,以保持其生机和活力。高海拔对官兵身体伤害很大。云南迪庆地区冰冻期每年达9个月左右,下雪期达半年以上。据气象数据显示,夏天缺氧量近10%,冬天缺氧量近26%,那里的官兵常年坚守在雪山、草原,艰苦程度是可想而知的。据该分区卫生所历年的统计,在该地区工作5年以上的官兵,有70%左右的人不同程度地患有高原病,高血压,气管炎,风湿,
