推进基本公共服务建设是着力保障和改善民生的重要指标和重点任务,也是加快老工业基地振兴的重要环节和举措。“十二五”以来,《辽宁基本公共服务体系发展规划(2013-2015)》所确定的服务项目全面落实,各领域重点保障工程顺利推进,体系建设和服务水平指数高于全国平均水平,保基本、兜底线作用充分发挥。但与此同时,仍然面临财力保障机制改革滞后、相关制度不衔接、公众参与和监督问责机制缺失以及社会公众满意度不高等问题。新形势下,经济发展处于下行期,基本公共服务供需矛盾加剧,应从供给主体、供给内容、供给方式等多个方面着手,完善基本公共服务体系建设,建立促进基本公共服务均等化的体制机制。
Promoting the construction of basic public services is an important indicator and key task for ensuring and improving people’s livelihood. It is also an important link and measure for speeding up the rejuvenation of old industrial bases. Since the “12th Five-year Plan”, the service items specified in “Liaoning Basic Public Service System Development Plan (2013-2015)” have been fully implemented. The key guarantee projects in various fields have been smoothly progressed. The system construction and service level index are higher than the national average , Paul basic, full play the role of the bottom line. However, at the same time, they are still facing problems such as lagging behind in the reform of the financial security mechanism, the failure of the relevant systems to converge, the lack of public participation and supervision of the accountability mechanism, and the unsatisfactory social public satisfaction. Under the new situation, the economic development is in the downward phase, and the contradiction between supply and demand of basic public services is aggravated. We should improve the basic public service system and establish an institutional mechanism to promote the equalization of basic public services from the aspects of supply subject, supply content and supply mode.
