自1982年中央1号文件提出“供销合作社要逐步进行体制改革”以来,供销社的体改经历了“恢复‘三性’”和“五个突破”两大阶段,初步实现了由“官办”向“民办”,由全民向集体的转变。取得了一定的成绩。但是,改革还不能适应农村商品经济发展的需要,特别是在农村经济体制改革由推行联产承包责任制阶段进入到调整农村产业结构和改革农产品统派购制度的新阶段后,供销社的改革如何继续深入下去?笔者认为:合理调整经营服务结构是供销社深入体改亟待解决的新课题。本文试就这个问题谈一点浅见。
