国务院新近要求民航总局从行业特点出发,把切实加强行业管理作为转变职能的重点,以“安全第一,正常飞行、优质服务”为中心,强化飞行安全管理。国务院目前批准了民航总局职能配置、内设机构和人员编制方案。据这一“三定”方案,民航总局是国务院主管全国民航事务的职能部门,对全国民航业实施行业管理。据悉,民航总局在内部机构设置中,重点加强和充实了航空安全、空中交通管制等职能部门。
The State Council recently requested the Civil Aviation Administration of China proceed from the characteristics of the industry and take practical measures to strengthen the management of the industry as the focus of its transformation. Focusing on “safety first, normal flight and quality service”, the CAAC strengthened flight safety management. The State Council has now approved the allocation of civil aviation authority functions, internal agencies and staffing programs. According to this “three-plan” program, the Civil Aviation Administration is the State Council department in charge of the civil affairs of the functional departments of the national civil aviation industry to implement industry management. It is reported that the Civil Aviation Administration set up in the internal organs, focusing on strengthening and enriching the aviation security, air traffic control and other functional departments.
