1949年7月宋庆龄在上海创办了中国福利会托儿所。1951年托儿所分为婴儿托儿所(收56天—2足岁婴儿)、托儿所(收2—6岁幼儿)。1953年婴儿托儿所改为托儿所,收1岁半—3岁婴儿;托儿所改为幼儿园,收3—7岁幼儿。招收对象主要是干部、军烈属、劳动模范、工人、知识分子、残缺人员和国际友人的孩子。宋庆龄生前曾多次来园、所亲自检查卫生、儿童营养和教育工作,并聘美国专家耿丽淑女士为托幼工作的顾问。她不负宋庆龄的重托,深入班级,进行调查研究,和教师们共同讨论教育问题。1950年宋庆龄和周恩来共同制定了中国福利会的工作方针:要在妇女儿童保健、少年儿童文化教育方
July 1949 Soong Ching Ling founded the China Welfare Society Nursery in Shanghai. In 1951 the nursery was divided into a baby nursery (56 days-2-year-old baby received), nursery (received 2-6 years old children). In 1953 the baby nursery was changed to a nursery, which received a half-year-old to three-year-old infant; the nursery was changed to a kindergarten and received a 3-7 year-old child. Enlistment mainly for cadres, military martyrs, model workers, workers, intellectuals, disabled persons and children of international friends. Soong Ching-ling, who had come to the park many times before his death, personally inspected the work on hygiene, children’s nutrition and education and hired Ms. Geng Lishu, a U.S. expert, as a consultant to the nursery school.
