收入分配改革的关键是解决劳资关系的双重失衡

我国目前收入分配差距主要来自于初次分配中劳动者报酬过低。在我国就业结构以非国有经济为主渠道转变的情况下,非国有企业劳资关系的失衡使利润严重侵占工资使劳动者报酬占比持续下滑,特别是私营企业平均工资水平超低的主要原因。收入分配改革的关键就是保持国有企业的控制力,稳定就业结构,改革垄断性国有企业管理制度;平衡劳资力量,建立工资共决和利润分享制度。
