近十年来,我国国有企业经营者的薪酬水平经历了一个由低到高直至“畸高”的过程,且目前处于一个比较混乱的状态,其原因主要是监督缺位、经营者绩效考核制度不健全、对国企经营者薪酬的规范制度不健全。针对这些问题,对国有企业经营者薪酬进行法律规制,应当建立现代法人治理结构,建立有效的激励制度,制定合理的薪酬标准同时增强经营者薪酬的透明度。
In the past ten years, the salary level of the state-owned enterprise managers in our country has undergone a process from low to high and up to “abnormally high level”, and is in a state of confusion for now. The reasons are mainly lack of supervision, performance evaluation of managers The system is not perfect, and the standard system of pay for state-owned enterprises is not perfect. In response to these issues, the legal regulation of the remuneration of state-owned enterprise operators should establish a modern corporate governance structure, establish an effective incentive system, establish a reasonable remuneration standard and enhance the transparency of remuneration for managers.
