今年七月一日是中国共产党诞生70周年纪念日。为了纪念这个伟大的日子,本刊特约全国人大法律委员会副主任项淳一同志撰写了《党的领导与法制建设》这篇专论。它总结了建国以来中国共产党领导中国法制建设的历史经验与教训;阐述了党的十一届三中全会以来,党对法制建设的主要认识与主要观点;提出了改善和加强党对法制建设的领导的三个关键问题。这是一篇历史与现实结合、具有重要理论性与实际指导性的文章,值得广大法律和法学工作者和广大党员干部认真一读。
July 1 this year marks the 70th anniversary of the birth of the Chinese Communist Party. In commemoration of this great day, Comrade Xiang Chunyi, deputy director of the Law Enforcement Commission of the special issue of our journal, wrote a monograph on “building the party’s leadership and legal system.” It summarizes the historical experience and lessons learned by the Chinese Communist Party in leading the legal construction in China since the founding of the People’s Republic of China. It elaborates on the major understanding and main points of the Party’s construction of legal system since the Third Plenary Session of the 11th CPC Central Committee. It proposes that the CPC should improve and strengthen the party’s legal construction Leadership of the three key issues. This article is a combination of history and reality, with important theoretical and practical guidance. It deserves a careful reading by a large number of law and legal workers and the majority of party members and cadres.
