党的十五届四中全会审议通过的《中共中央关于国有企业改革与发展若干问题的决定》，对今后国有企业改革与发展的目标、政策及指导方针作了全面的规划和部署，这对今后律师服务于国有企业改革、促进社会主义市场经济的发展进一步明确了方向。１９９９年１１月１日，大连市司法局召开了律师为国企改革与发展提供法律服务为主题的座谈会，司法部副部长段正坤参加了会议。段副部长首先充分肯定了大连律师为国企改革所作的工作，同时指出，历史为律师提供了良好的机遇，律师被推到了改革的第一线，广大律师应树立大局意识、服务意识，提高政治业务素质，积极为国企改革作出贡献。
