洪武元年(公元1368年)3月,朱元璋明军挥师南征海南岛,6月,元朝的海北海南道和海南分府元帅及副帅悉归降于明;至此,海南全岛悉归于明王朝,开始了明王朝对海南岛长达276年的统治。明王朝将本岛建立成1府(琼州府)、3州(儋州、崖州、万州)、10县(即琼山、澄迈、临高、定安、文昌、昌化、感恩、乐会、会同、陵水)的同时,也在黎族地区建立了基层政权机构,其名日:“黎都”、“黎图”,简称为“都图”制度。现将此制度产生的原因、组织机构以及影响概述如次。
