第一章总则第一条为了加强港口管理,保护和合理利用港口资源,维护港口的安全与生产经营秩序,保护当事人的合法权益,促进港口的建设和发展,根据《中华人民共和国港口法》等有关法律、法规,结合本省实际,制定本条例。第二条在本省行政区域内从事港口规划、建设、维护、经营、管理及其相关的活动,适用本条例。第三条鼓励、引导国内外经济组织和个人依法投资建设、经营港口,依法保护投资者的合法权益。
Chapter I General Provisions Article 1 In order to strengthen port management, protect and rationally utilize port resources, safeguard port security and production and operation order, protect the legitimate rights and interests of parties and promote the construction and development of ports, according to the “Port Law of the People’s Republic of China”, etc. The relevant laws and regulations, with the actual province, the enactment of this Ordinance. Article 2 These Regulations shall apply to the planning, construction, maintenance, operation and management of ports and their related activities in the administrative areas of this province. Article 3 Encourages and guides domestic and foreign economic organizations and individuals to invest in the construction and operation of ports according to law, and protect the legitimate rights and interests of investors in accordance with the law.
