一、科技人员可自由选择工作单位。用人单位实行招聘的办法。匈牙利的大学毕业生,不是统统由国家统一分配,而是允许个人自己选择单位和专业。用人单位采取公开招聘的办法,公布要人的数目、条件、工作性质及工资标准等。在职的科技人员如果要求调换工作单位,而且所要去的单位确实也需要,国家明确规定,所在单位不得留难。科学院院长,有权招聘研究所的所长。研究所长有权招聘研究室
