1 重卫生、轻防疫问题的提出1.1 思维定势 大凡在卫生防疫系统内部,几乎都存在这样一种思维定势:卫生监督工作岗位比疾病控制工作岗位好。无论是新分配来的青年学生,还是新调入的正式职工,他们中的绝大多数都希望能被分配到卫生监督科室工作,一些人甚至不惜找关系、走后门。包括一些从事疾病控制的老职工,也难免产生“卫生好、防疫差”的想法。1.2 现实情况 由于卫生防疫工作实行有偿服务的特殊历史环境,受经济利益驱使,一些卫生防疫站比较看重经济收入,强化了卫生监督监测工作中的有偿服务,鼓励卫生监督科室“创收”,甚至给卫生监督科室下达“创收”经济指标,如在一年、一季或一月中必须完成一定的“创收”任务;有些是变相地给卫生监督科室下达“创收”经济指标,如在一年、一

Whether it is newly allocated young students or newly transferred formal workers, most of them hope to be assigned to work in the health supervision department. Some people even do not hesitate to find relationships and go back doors. Including some old workers engaged in disease control, but also inevitably produce “good health, poor epidemic prevention” idea. 1.2 Reality Due to the special historical environment for paid services in the health and epidemic prevention work, driven by economic interests, some health and epidemic prevention stations place more emphasis on economic income, strengthen paid services in health supervision and monitoring work, encourage the health supervision departments to “create income”, and even give Health Surveillance Department issued “income-making” economic indicators, such as certain “income-generating” tasks that must be completed in one year, one season, or one month; some are indiscriminately giving “health-income” economic indicators to health supervision departments, such as in one year, one
