企业第二轮承包即将开始,为了搞好新一轮承包,笔者对新任承包者提出如下13条建议。一、要加强调查研究,不要脱离实际。新上任的领导,要摸清厂情,了解职工心情,掌握市场行情,在调查研究的基础上,有的放天地科学的作出决策,不要急于求“绩”、要慎重。下好每一着棋,力求旗开得胜,步步为营。二、要保持政策的连续性、稳定性、不要全盘否定。对原有各项规章制度,经营发展规划、治厂战略目标等不应自作聪明,推倒重来,另搞一套;注意借助于原有的长处,并在新的一轮中不断完善、提高。
