赵紫阳总书记在1987年7月全国企业经营责任制座谈会上说:“大企业也可以搞社会招标承包,即使在本厂竞争招标,也比不搞强。伯乐相马,不如在赛场里赛马。我们企业里能人多得很,问题是没有机制出不来。现在很重要的问题,是大企业要搞竞争承包,这样会出一大批人才。当然竞争承包要面向社会,但主要是本行业、本企业。”市轻工业局的经验,从一个侧面,再次证明了竞争招标经营者是人事制度的一场革命。只要领导重视,做好深入细致的思想政治工作和组织工作,经济效益比较好的大中型企业是能够进行竞争招聘经营者的。
