江泽民总书记在党的十五大《报告》中,对搞好国有企业改革,作了一系列的指示。国有施工企业必须认真贯彻执行江总书记的指示,根据当前行业和企业的现状,瞄准逐步成为国民经济支柱产业的目标,从现实的主客观条件出发,采取积极的措施,加快改革步伐,才能使国有施工企业逐步摆脱困境,走上健康发展之路。
