过去,我国实行单一的强制性标准体制,企业对强制性标准的贯彻已有较系统成熟的经验和方法。随着标准化体制的改革,有相当多的强制性标准转变为推荐性标准,由企业自愿采用。一些人认为,推荐性标准似乎不象强制性标准那样重要和严格,因而对此掉以轻心,使许多推荐性标准不能及时地得到贯彻实施,未能充分发挥其作用,对这种现象不能不给予足够的重视。
