说起腐败,人们常把眼光聚积在级别高的大干部身上。其实,小干部的腐败也不可小视。原故宫博物院文保科技部实验室副主任柳振安就是一例。据报道,2004年10月至2005年10月间,柳振安在负责故宫地库空气检测、故宫午门等地点彩画修缮、故宫琉璃脊件修复和保护中受贿人民币24万元,被判处有期徒刑10年。柳振安不过是基层单位里的中层干部,且是副职,这么一个不起眼的小干部竟然受贿24万元,说其腐败疯狂恐怕一点也不为过。搞腐败的人都是由贪欲膨胀而起,而不在于官大官小。只要起了贪心,哪怕是比芝麻粒还小的小官,也会有蛇吞象的欲望。小干部也有着腐败的条件,原因在于
