近年来,在多边贸易谈判陷入僵局之际,全球自贸区发展进入加速期,欧盟和日本也于2013年3月25日正式启动了自贸区谈判。欧日推动建立自贸区背后的经济动因主要是为了欧日各自的经济纾缓;政治上,欧盟是为了获得全球性影响力,而日本则出于对美、对华博弈需求。该协定一旦谈成,将对中国产生较大的贸易转移效应,并迫使中国企业将生产基地前移,在欧日自贸区内进行直接投资,以保持其在欧盟和日本的市场份额。中国如何应对欧日自贸区带来的政治经济压力,文章最后提出了相应的政策建议。
In recent years, at a time of impasse in the multilateral trade negotiations, the global free trade zone has entered an accelerated phase of development. The EU and Japan formally launched the free trade zone negotiations on March 25, 2013. The economic drivers behind the establishment of the FTA in Europe and Japan are mainly for the relief of their respective economies in Europe and Japan. Politically, the EU is to gain global influence, while Japan is out of demand for gaming between the United States and China. Once negotiated, the agreement will have a large trade transfer effect on China and will force Chinese enterprises to move their production bases forward and make direct investments in the EU-Japan FTA so as to maintain their market share in the EU and Japan. How China cope with the political and economic pressure brought by the EU-Japan Free Trade Zone, the article finally put forward the corresponding policy recommendations.
