中国和德国的基层(市级以下)图书馆由于国情的不同出现发展模式、经营方式、行业管理和重点服务对象等四大差异。借鉴德国同行激励图书馆内在发展动力、明确现代图书馆的社会职能、强化单向的行业专门化管理、全面提供少年儿童阅读教育等理念和手段能够促进和巩固中国基层图书馆的发展,由此结论,科学发展必须科学认识前行,科学认识在实践中可通过“交换、比较、反复”的方法获得。
Due to the different national conditions, the libraries in China and Germany at the grassroots level (below municipal level) have four major differences: development mode, operation mode, industry management and key service targets. Drawing on the motivation of the German counterparts to inspire the inner development of libraries, clarifying the social functions of modern libraries, strengthening one-way professional management of the industry and providing comprehensively the concepts and measures such as reading and education for children and adolescents, it can promote and consolidate the development of grassroots libraries in China. In conclusion, the scientific development must be scientifically recognized and the scientific understanding can be obtained through the practice of “exchange, comparison, repetition”.
