1996年汛期山东黄河来水量偏枯、来沙量偏少，来水来沙过程分布不均。“96·8”洪水期间，由于河道泥沙淤积，主槽萎缩，滩区阻水严重，使洪峰水位异常偏高、洪水传播时间长、漫滩严重、东平湖湖水位超过警戒水位。提出了黄河中上游水库统一调度，加强下游洪水预报工作，解决东平湖老湖退水入黄困难等建议。
In the flood season of 1996, the Yellow River in Shandong Province suffered a lot of water loss, with a small amount of sediment, and uneven distribution of water and sediment. During the “96.8” flood period, due to the siltation of the riverway and the shrinkage of the main channel, the water retention in the beach area was so severe that the water level at the flood peak was abnormally high, the flood spread took a long time, the floodplain was serious, and the water level at Dongping Lake exceeded the warning water level. Proposed a unified scheduling of reservoirs in the middle and upper reaches of the Yellow River to strengthen the downstream flood forecasting work to address the difficulties of the Yellow River Lake in Dongping Lake back to yellow and so on.
