伴随着中国改革开放的进程,中国能源政策的研究、法规的制订和实施,走过了一条逐渐系统化、规范化、合理化的发展道路。从上世纪80年代至今,能源界的专家学者,始终立足国情,紧紧把握“能源为经济建设服务、为可持续发展服务”的主题,为政府决策部门献言献策,贡献专长,为国家能源政策的实施和完善发挥了重要作用,有力地保障了国家经济持续、健康发展。回顾并评价了近30年来与中国能源政策研究有关的几个重大事件,特别提到中国能源研究会的成立背景,以及近30年来该会在中国能源政策研究方面发挥的作用、取得的成效。同时,对21世纪以来的中国能源形势作了点评,对正在编制的国家“十二五”能源规划的政策特点进行了介绍。
With the process of China’s reform and opening up, the study of China’s energy policy and the formulation and implementation of laws and regulations have come a gradual, systematic, standardized and rationalized path of development. From the 1980s to the present, experts and scholars in the energy sector always hold the theme of “serving energy for economic construction and sustainable development” based on the national conditions and offer advice and contributions to government decision-making departments for The implementation and perfection of the national energy policy has played an important role in effectively safeguarding the sustained and healthy development of the national economy. Reviewed and evaluated several major events related to China’s energy policy research in the past 30 years, especially referring to the founding background of the China Energy Research Association and the role it played in the study of China’s energy policy in the past 30 years and the achievements made. At the same time, commenting on the situation of China’s energy since the 21st century made a brief introduction of the policy features of the national “Twelfth Five-year” energy planning being prepared.
