《湖北省地方税务局职能配置、内设机构和人员编制方案》经省机构编制委员会办公室审核,已经省人民政府批准,现予印发。根据中共中央、国务院《关于湖北省党政机构改革方案的通知》(中委[1995]30号),湖北省地方税务局为省人民政府直属机构。省地方税务局要适应社会主义市场经济的需要,建立湖北省地方税收体系,确保中央分税制财政体制的顺利实施,促进地方经济持续、快速、健康发展。一、指导思想根据分税制的要求,按照精简、统一、高效的原则,加强地方税务系统的垂直领导和组织建设,建立健全以税收征管法为核心的规范、科学的征管体系,提高税收征管水平;
The Hubei Provincial Local Taxation Bureau’s functional allocation, internal agencies and staffing plan has been reviewed and approved by the Provincial Institutional Preparation Committee Office and has been approved by the provincial people’s government and is now being issued. According to the Circular of the CPC Central Committee and the State Council on the Reform Plan of Party and Government Organizations in Hubei Province (Zhongwei [1995] No. 30), the Hubei Provincial Bureau of Local Taxation is directly under the provincial government. The local taxation bureau of the province should meet the needs of the socialist market economy, establish a local taxation system in Hubei Province, ensure the smooth implementation of the fiscal system of the central government under the tax-sharing system and promote the sustained, rapid and healthy development of the local economy. I. Guiding Ideology According to the requirements of the tax sharing system, we should strengthen the vertical leadership and organizational building of the local taxation system in accordance with the principle of simplification, unity and efficiency, establish and improve a standardized and scientific collection and management system centered on the tax collection and administration system, and raise the level of tax collection and management.
