近年来,我们厂不断深化企业内部的改革,进行了一些探索。改革的实践证明:企业要有活力,不只是重留利水平,也不只是靠国家让利。最根本的还在于,随着所有权和经营权的分离,企业要实现生产型到生产经营开拓型的根本转变,首先要完善企业内部的经营机制,做到产品适销对路、质量可靠、稳定,建立健全严格而又灵活的经营管理。一、制订企业经营战略我们提出了“发挥优势,以质量为重点,发展多种经营,求最佳经济效益和社会效益,跃居国内同行业领先地位,赶超国际先进水平”的经营战略。首先明确任期目标责任制,开展了年度目标管理,制定了改造生产工艺、开发新产品和走内涵扩大再生产的“七五”发
