加强监督机制,约束招标人;避免恶意低价中标,约束投标人;加强评标过程的规范化;建立以注册建造师为中心的投标人信用体系。《中华人民共和国招标投标法》的颁布和实行标志着我国工程建设项目实施招投标机制驶入正规。它的实施体现了公开、公平和公正的原则,对于完善市场经济体制、合理配置社会资源,规范招投标活动,保护国家、社会公共利益,提高经济效益,保证项目质量,起到了重要的作用,为我国全面推行招投标制度提供了法律依据和法律保证。
