2002年7月10日,黑龙江省第十六次全省民政会议在哈尔滨市召开。黑龙江省委书记徐有芳、省长宋法棠、副省长王东华、民政部副部长李宝库等领导出席了会议,会见了与会代表,并作了重要报告和讲话。会议由省政府副秘书长曹震主持会议,沈玉成厅长传达了第十一次全国民政会议精神,副省长王东华作了工作报告。省各市地主管民政工作的副市长,民政局长,省民政工作先进县（市、区）的代表,省民政工作全优乡镇、街道的代表,省城乡基层政权和群众性自治组织先进集体、先进个人代表共220人出席了会议。
July 10, 2002, Heilongjiang Province, the province’s sixteenth civil affairs conference was held in Harbin.
