凡例是志书的编纂纲领,其编写原则为周密严谨、文辞简约、一例一条。第二轮市县志凡例编写存在诸多问题,如模式化倾向比较明显,多忽视特例;志书编纂指导思想表述不确,甚至片面;简称与全称对应不确,全称不全;凡例条文与内文不一致,甚至相互矛盾;套用首轮志书凡例,旧瓶装新酒;少数凡例不合志体或违反有关规定等。写好凡例亦是保证志书质量的重要一环,不可轻视。
