科学规划引领科学重建。“灾后重建,规划先行,不求最快,但求最好!”佛山援建组面向全国公开征集水磨重建设计方案。2008年12月12日阿坝州指挥部内,多名国家级规划专家齐聚,经三轮投票,北京大学中国城市设计研究中心联合体的设计方案最终胜出。这份“点石成金”的规划,最终被认为是广东援建13个组“最出彩”的规划方案,让所有人眼前一亮。
