改革开放以来,中国的文化建设成就辉煌,可依然面临许多严峻挑战。中国的文化体制机制创新必须寻找新的规制哲学——文化善制,才能有效应对新技术和新观念的挑战。文化善制的主要内容包括:一个基础(以认同为规制基础)、二处重点(以被规制者和规制的利害关系人为考量重点)、三分理念(分界理念、分类理念、分级理念)、四种机制(对话机制、评估机制、监察机制、纠错机制)、五个原则(透明性原则、独立性原则、合法性原则、问责性原则和适度性原则)。
Since the reform and opening up, China’s cultural construction has achieved brilliant achievements and can still face many harsh challenges. China’s cultural system and institutional innovation must find a new regulatory philosophy - culture and good system, in order to effectively respond to the challenges of new technologies and new concepts. The main contents of cultural goodness include: a foundation (based on identity as regulation), two focuses (focusing on the regulated and regulated stakeholders), one-third philosophy (demarcation philosophy, classification philosophy and classification philosophy) Four mechanisms (dialogue mechanism, assessment mechanism, monitoring mechanism, error correction mechanism), five principles (transparency principle, independence principle, legitimacy principle, accountability principle and moderation principle).
