社会管理作为社会治理的一个重要组成部分,与人们的生活息息相关。我国行政区划较广,各地进行社会管理的方式也存在着差异性。昆明在市政建设持续发展的过程中,管理体系的完善是行政体系内部驱动的一个重要环节,同时也是社会管理效率的集中体现。在建设和完善医疗卫生体系、就业制度和社会保障体系,提高社会管理水平并取得显著成效的同时,也反映出就业人口、素质与市场需求不配套、城乡收入分配不平衡和社会保障体系覆盖率低等问题。鉴于此,需建立适宜昆明市的就业创业体制机制、收入分配秩序和社会保障制度等改革路径,进一步提高昆明的社会管理水平。
