澳门回归后,在保留原有咨询制度的基础上,特区政府适应澳门发展的新需要,从“澳人治澳”高度,致力于公共政策咨询的制度化建设,提高科学决策水平。为推进公共政策咨询工作有章可循,制定了《公共政策咨询规范性指引》,从制度上完善了咨询工作,保障了咨询工作顺利进行。为发挥咨询组织的功能,创新咨询组织的运作方式,注重专家在咨询组织中的作用发挥,完善咨询组织成员任职期限及数目的规定,改革咨询组织辅助机构,为科学施政创造了条件。
After the reunification of Macao, on the basis of retaining the original advisory system, the SAR government has been adapting itself to the new needs of the development of Macao and has been devoted to the institutionalization of public policy advice from the perspective of “administering people from Australia and Macao and raising the level of scientific decision-making.” In order to promote the public policy consultancy work in accordance with the rules and regulations, a “Normative Guideline on Public Policy Consultation” has been drafted to improve the consultation work systematically and ensure the smooth progress of consultation work. In order to give play to the functions of the consulting organization, innovate the operation mode of the consulting organization, pay attention to the role played by the experts in the consulting organization, improve the term and number of the advisory body members, reform the advisory supporting organizations and create the conditions for scientific governance.
