仗怎么打,后勤就怎么建。围绕实现强军目标,这次改革对陆军作了体系设计,组建陆军领导机构、优化陆军力量结构,这是我军组织架构的一次重塑,对陆军建设实施全局性专业性统一建设指导,由数量规模型向质量效能型转变,由“大陆军”向“强陆军”迈进,加快推进陆军战略转型,必将对陆军后勤建设产生链式反应。这就迫切要求陆军后勤聚焦新需求,确立新方位,统筹建设规划,优化发展路径,推动保障要素重组、流程再造、模式重塑,加快实现保障能力质的提升。
