经历了2005年卡特里娜飓风之后,美国认识到突发事件期间电信运营商通信设施损失信息对政府应急响应机构的重要性,而后开始使用灾害信息报告系统(DIRS)。DIRS的使用使美国联邦各级机构能够及时获取灾害期间通信设备状态的信息,并实现数据的每日更新,保持数据在各应急响应机构之间的一致性。虽然DIRS的使用时间不长,但在美国近两年的突发事件中确实发挥了不小的作用。
After the 2005 Hurricane Katrina, the United States recognized the importance of telecommunications operators’ loss of communications facilities to government emergency response agencies during the emergency and began using the Disaster Information Reporting System (DIRS). The use of the DIRS enables United States federal agencies at all levels to have timely access to information on the status of communications equipment during disasters and to achieve daily data updates to keep data consistent across emergency response agencies. Although the use of the DIRS is not long, it has played a significant role in the U.S. incidents in the past two years.
