从公共选择理论的角度来看,区域经济一体化实质上是一个区域公共产品(即“俱乐部产品”,如区域性经济组织、制度与规则等)的提供过程。中日韩经济一体化之所以迟迟没有进展,根本就在于由区域性“俱乐部产品”自身所具有的特性以及存在于俱乐部内外的其他因素造成的区域公共产品的缺失。如此,排除上述瓶颈因素并解决区域公共产品的缺失问题,将是促进中日韩三国经济一体化的根本举措。
From the perspective of public choice theory, regional economic integration is essentially the process of providing a regional public goods (ie, “club products” such as regional economic organizations, institutions and rules). The reason why the economic integration in China, Japan and South Korea have not progressed at all is due to the lack of regional public goods caused by the characteristics of regional “club products” and other factors existing inside and outside the club. In this way, to eliminate the above-mentioned bottleneck factors and solve the problem of the absence of public goods in the region will be a fundamental measure to promote economic integration among China, Japan and the ROK.
