我局煤炭生产虽然近几年发展速度增长,但仍存在着资金短缺,原材料供应不足,增资因素过猛等困难。为了摆脱困境,我们立足内部挖潜,深入开展双增双节,取得一定成绩,三年多来双增双节成果共达624.22万元。具体做法是: 一、把“软”指标变为硬指标。双增双节指标不能是一个空指标,应与承包经营责任制挂钩,使之落到实处。我局自1988年起,把全局双增双节指标分解落实到基层单位(矿、厂、处),年终完不成指标的,兑现时扣减亏损补贴或增加应上交利润,促使各单位都完成了任务。二、发动职工提合理化建议。双增双节是群众性很强的工作,必须调动广大职工的热情,提高职工主人翁责任感。我局自1985年就开始推行技术革新和合理化建议奖制度,截止1989年共收到合理化建议231项,采纳了186项,共增加经济效益327万元。
