改革开放30多年来,我国成功实现了从高度集中的计划经济体制到充满活力的社会主义市场经济体制的伟大历史转折,成功实现了从封闭半封闭到全方位开放的伟大历史转折。在这两大历史转折过程中,我们取得了社会各项事业的全面发展,同时,也面临着一系列新的社会问题:大量流动人口的城市化、群体事件时有发生、新的贫困人口不断出现等等。这些都对社会管理的体制与制度创新提出了新的要求,也使社会管理创新成为中国现代化进程的必然要求。习近平总书记指出:“社会管理主要是对人的服务和管理,说到底是做群众的工作。做好群众工作必须贯彻全心全意为人民服务的根本宗旨,从人民群众最关心、最直接、最现实的利益问题入手。”特别是进入微博微信的微时代以来,人人都是发言人,人人都具有表达诉求和愿望的平台,这就对社会管理工作有了更高的要求,政务微博就是在此契机下相伴而生的产物,将会在社会管理创新中发挥更加积极的作用。本期《西部大讲堂·名家对话》栏目,从政务微博在助推社会管理创新中的作用入手,以《微博问政》为题,邀请中央政法委宣教室副主任、管理学博士、全国政务微博十大人物陈里,为我们讲解政务微博在社会管理创新中的作用,政务微博如何贴近民生,在网络环境下如何提高执政能力,希望能对各级政府及领导干部有所启示。
