现就我国博士学位制度建设谈三点个人想法,只针对具体的制度建设,而不针对个案。一、法律手段解决教育行政纠纷的现状这一次的西北政法大学和陕西省学位办之间的教育行政纠纷,西北政法大学作为专业的法律院校选择通过申请行政复议的方式来解决,是一个巨大的进步。以前,发生在高等院校与教育主管部门之间的纠纷,都是通过申诉、找领导反映、找各种关系去疏通等私下的方式去解决的。相信西北政法大学的决策层在选择通过行政复议解决纠纷前,也曾经考虑甚至尝试了其他的方式,材料中就反映了有关抗议签名并由十多名师生向省政府递交声明材料的情节。但所有这些手段显然都无法维护
