法国1959年成立文化部,第一任文化部长安德烈·马尔罗(André Malraux)将“文化民主化”和“鼓励创作”作为法国公共文化政策的核心目标。五十多年以后,我们看到法国在“鼓励创作”方面取得了可喜可贺的成绩,但在“文化民主化”方面却不尽人意。今天,法国文化政策正面临着全球化、数字化、欧债危机以及欧洲分歧等挑战,它应该进行怎样的变革?笔者与法国著名文化经济学家弗朗索瓦兹·贝娜穆的访谈录为我们提供了一个答案。
France established the Ministry of Culture in 1959 and André Malraux, the first Minister of Culture, made “cultural democratization” and “encouragement of creation” the central goal of French public cultural policy. After more than 50 years, we have seen that France has made gratifying achievements in encouraging creativity, but it has been disappointed with “cultural democratization.” Today, the French cultural policy is facing the challenges of globalization, digitization, the debt crisis in Europe and the European differences.
