在推行国家公务员制度的实践中,基层公安机关遇到了两方面的困难:一是非领导职务的比例太小,与现实情况的矛盾突出,特别是公安机关特有的相应级别的侦查员、预审员等不能顺利接轨;二是市县公安机关一部分占地方行政编制的民警无法正常过渡。要解决这一现实矛盾,必须根据中发[1991]19号文件和《人民警察法》的原则精神,取得公安厅、公安部的支持,商请国家人事部门制定出配套方案。
In the practice of implementing the national civil service system, grassroots public security organs have encountered two difficulties: First, the proportion of non-leadership positions is too small, and the actual situation is contradictory, especially the corresponding level of the public security organs investigators, pre-trial staff, etc. Second, the police in cities and counties as a part of the police administration system can not make the normal transition. In order to solve this realistic contradiction, we must obtain the support of the Public Security Department and the Ministry of Public Security in accordance with the principles of the [1991] No. 19 document and the “People’s Police Law,” and invite the national personnel department to formulate a package plan.
