一、开发区发展的特点与规律开发区从一开始登上中国经济舞台就展现了一种全新的姿态而备受关注。这既体现在行动上的敢为人先,也体现在观念上的勇于创新。首先开发区的建立顺应了世界经济发展的客观规律,在开发模式、招商引资、产业结构、区域规划、基础设施建设等诸方面,成功地代表了中国先进生产力的发展要求;其次在建设特点上坚持了高起点规划、高标准建设、高效能管理、高速度发展;再是在发展规律上,形成了六大特色。为保护开发区改革创新的成果,使之不断创新活跃,保持强劲的发展态势,各地政府把开发区立法工作逐步纳入议事日程,除国家级开发区管理办法与条例外,各省、市及地方政府都在着手运作开发区的立法工作。
