2013年度,全国收费公路收支平衡结果为负661亿元,即整体亏损661亿元。收费公路亏损如此之大,与民众对于高速公路盈利高企的印象形成强烈反差。另据相关报道,山东省2014年底到期的政府还贷高速公路将暂时延长收费时间,且未明确延期期限。本刊认为,高速公路超期收费,不仅让乘用车主多掏腰包,同时也成为公路货运的一项成本开支,由此直接推高了全社会的流通成本,而流通成本的增加将最终体现到每个人衣食住行所需消费品的价格上。因此,有关部门当务之急是要进一步完善收费公路的形成机制,加强监管,实施更加透明的收费公路信息公开制度,而不是采取类似“延期收费”的简单政策。
