近年来,中国电力企业联合会司法鉴定中心受人民法院、检察机关和公安机关的委托,对涉嫌窃电的案件进行司法鉴定,为人民法院依法审判案件和侦查机关侦查案件提供了科学、公平、公正的依据。到目前为止,中国电力企业联合会司法鉴定中心共受理涉嫌窃电类案件17件,其中有3件作定性分析,即是否构成涉嫌窃电行为。综合分析这些涉嫌窃电的案件,其涉赚窃电方法大致分为以下三类:第一类是私自改动电能计量装置以达到电能计量装置少计或不计电量的目的。这种涉嫌窃电手段也是犯罪嫌疑人常用的手段。如河南省某化纤公司采用一根铜丝将该公司的箱式变压器柜内的电能表C相短路,从而导致电能表少计C相电流量。第二类涉嫌窃电手段是绕过计量装
