苏州、无锡、南京等苏南的几个城市电视台和江苏省台在国内是机制改革的典范,它们在2000年前后就成立了总台或集团,并且一直坚持至今,引起国内同行的高度关注;苏南广电系统作为一个整体,也成为国内广电界的突出现象。苏南广电媒体互相之间,存在一定的市场重叠和相互竞争的关系,但十多年间在机制激励作用下,都实现了相当亮眼的成绩,笔者认为不外乎“领军人物”和“典章制度”两大原因。以杰出的领军人物来推动、以企业化的典章制度来维持,苏南广电媒体生动地诠释了该如何在国情实际条件下办好广电。它们经过十多年的发展,已经实现了在理念、机制、行动、视野和组织等多方面的系统性超越,构建起一套支撑事业发展的完备系统生态,在企业化管理制度、产业多元拓展、创新研发体系等方面尤其驾轻就熟。不容讳言的是,苏南广电不能脱离行业发展的大环境,要从点的突破上升到质的飞跃,期待中国广电改革尽快步入深水区。

However, under the motivation of the mechanism for more than a decade, quite a few achievements have been achieved. The author believes that nothing more than “leader” and “Code system ” two major reasons. To promote the outstanding leaders, with the business of the system of rules and regulations to maintain, Sunan radio and television vivid interpretation of how to run radio and television under the actual conditions of the country. After more than a decade of development, they have achieved systematic surpass in philosophy, mechanism, action, vision and organization. They have built up a complete system ecology that supports the development of their undertakings. In the process of enterprise management and diversification of industries, , Innovative R & D system and other areas especially adept. It is undeniable that Suning radio and television can not be divorced from the environment for the development of the industry, from the point of breakthrough to a qualitative leap in the hope that the reform of China’s radio and television as soon as possible into the deep water.
