我国社会正处在由计划经济向市场经济转型的历史时期 ,社会治安出现了许多新的问题 ,公安机关面临更严峻的挑战。为了适应新的社会治安形势 ,公安机关必须更新观念 ,将警力当作一种资源 ,并且是第一资源来认识和开发 ,调动警察的积极性和创造性 ,挖掘内在的潜力 ,提高工作质量和效率。本文试图通过对警力资源的概念、特征的阐述 ,分析当前公安机关警力资源开发利用方面存在的问题 ,提出开发警力资源的基本内容。论述引入竞争机制的必要性 ,着重探讨作为竞争机制的中心内容和关键环节的人事制度改革的具体做法 ,以及与之相配套的有关措施。
At a historical period when our country is in a transition from a planned economy to a market economy, many new problems have emerged in public order and public security organs are facing more severe challenges. In order to adapt to the new social order situation, the public security organ must update its concept, regard police force as a kind of resource, and be the first resource to recognize and develop, mobilize the enthusiasm and creativity of the police, tap the inherent potential and improve the quality and efficiency of work. This paper tries to analyze the existing problems in the development and utilization of police resources in public security organs by elaborating the concept and characteristics of police resources and put forward the basic content of developing police resources. It discusses the necessity of introducing competition mechanism, and focuses on the concrete practice of the personnel system reform as the core content and the key link of the competition mechanism, as well as the corresponding measures.
