一九八八年是我们推行承包经营责任制的第二年,由于国家固定资产投资规模的压缩,施工企业承受任务不足,资金紧张,材料短缺,价格暴涨等多方面的重重困难和压力,特别是以“包死基数”为特征的承包制、价格体系和外部环境的剧烈变化,使承包指标的顺利完成受到冲击。面对新的形势,公司适时地调整市场战略,积极采取措施,加速配套改革,不断完善承包经营责任制,使企业在市场演变的新形势下得以生存和发展。
The year 1988 was the second year for us to implement the contract responsibility system. Due to the reduction in the scale of investment in fixed assets, the construction companies suffered from insufficient tasks, capital shortages, material shortages, and price hikes. The drastic changes in the contract system, price system, and external environment characterized by the “bare base” have impacted the successful completion of the contract indicators. Faced with the new situation, the company adjusted its market strategy at an appropriate time, actively adopted measures to accelerate supporting reforms, and constantly improved the responsibility system for contracted operations so that enterprises could survive and develop under the new circumstances of market evolution.
